What you noticed it's just a random scenario. It is possible if you play ten campaigns, that could happen just once, or many more times, all in row or not, everything depends on the smallest details and sometimes it's random.
In the end, it's a proof that no other faction will sleep in our campaigns now, and as I said, they will profit from neighbours weakness, regardless it is Carthage, Rome, or not
About Para Bellum compatibility: I never tested them, but if those mods are "modular" and one of them said "campaign" you can uncheck that one and use the rest of the mods titled Para Bellum with this one. Still dunno if it will work, but could be possible, so, good luck

PS: As I said, this AI is very tricky, he will betray everybody, fight everyone if it's in his interest and use everyone to get the rest disappear from the map. This is the result of 11 years of modding and revolving around this Ai in my other mods where the Ai was doing all that what I put in description above "until there can be only one"
In this mod it depends, maybe that was the geopolitical situation in that moment for you, maybe your friends already dislike your enemy so much, but more likely they have an interest, like: "yes boss, we help you now get rid of them, and then we'll get rid of you"
kinda, other Ai mods focus on the aggressiveness towards the player, but in this one the AI will be aggressive towards each other a lot, based on religion, regions to control, cultures, dislikes
