The chance is the same for national guard, secret police or guaranteed liberties per level.
If this mod still made secret police stronger it would be improved.
If what you are seeing is done by the basegame why is THIS mod op?
So as said this mod is now really op
This mod no longer buffs the assassination rate, the number you saw is either basegame or it's modded by something else
