Needs to be installed manually then.
As for total conversions please read compatibility section. Not compatible by default due to the way of how legitimacy works. You can try making your own compatibility patch by going to the total conversion mod steam folder, common/governments/00_government_types.txt, removing all lines with "legitimacy=yes" and copying that file into common/governments/ folder of this mod steam folder.
(if mod introduces more government files the same applies to them, too).
If the target mod extensively edits vanilla files, activities, decisions, etc. then more tweaking would be required though.
Revamped all events and decisions that use legitimacy and are not checked with the trigger in vanilla("has_legitimacy = yes"), that's a lot of stuff and some bugs are bound to happen.
Bug reports are appreciated.
Intended for use with vanilla and mods that don't edit vanilla files for now.
On the other hand, removed some stuff that might get in the way of compatibility in the future.
Still fixing and testing, so update is at least several days away.
Will use your Mod again when it works, but for now this is good enough for me.
Also some LotD content becomes broken/useless.

Glad to hear it's useful. Planning to update in 1-2 weeks after the RtP release, depends on the number of changes.
HolyMolyOllyPoly, yeah, EK2 or any total conversions will require compatibility patches, alas.
References to the L-mechanic are scattered far and wide, but biggest one is government_types.txt, which has to be overwritten and makes every TC incompatible.
There are some changes to how governments are defined, will see if it brings any improvements.
From the videos of new DLC, it is still being unconditionally displayed in the realm view, in trait descriptions, etc. Even to admin vassals and landless, which shouldn't have it in the first place. All this will still require overwriting files to fix.
Is there no way to disable this legitimately? Like, just via settings? This mechanic is bullshit:

A mod like that would be great that always keeps the legitimacy at 5 :)

I hate legitimacy so much and it makes the game nearly unplayable.
Since Paradox does the usual and keeps destroying their base games with trash DLCs that you HAVE to buy to enjoy the game at least a little longer, this is a life saver :)
