@Zairya ya, overlight is light at 100%
The glowRadius is for normal light at 50%
Its about the radius (distance) not the intensity

Yeah, it's for "real" sunlamps but shouldn't it work if you set that to 1?
Never done a lamp or sunlamp before... just changed the color or edited plants to need other light levels.

@Zairya I like your idea, a craftable Sunlamp Glowpod. Recipe will be 3 Glowpods and will act as a sunlamp. There's no possible 80% of brightness, it uses a tag <overlightRadius> which causes the 100% illumination.

I'm against the sunlamp idea. Bioluminiscence has its limits and we're still talking about an item for the tunnler players. What you could do, is add a "oversized" version which can go up to 80% brightness. most plants need a minimum of 51% to grow and will still not grow well.

... and with "oversized" I don't mean an upsacaled version but multiple intertwined glowpods (much like the dugtrio pokémon).
