It might be an issue with map generation itself. Try using a preset/modded map and see if that works for multiplayer. Otherwise, I'm not sure what it could be since both mods work fine together in single player.

Also, looks like the dominion effects aren't spreading to disciples super for Mugenkan? Playing as the Mayohiga disciple of Mugenkan does not give me vinemen freespawn, playing as Mugenkan as a disciple of Mayohiga *does* give me vinemen freespawn. Not sure if that's intended or not lol. Haven't tried Higan.
Disciples getting free spawns from Mugenkan makes sense since their common freespawn are dependent on dominion power and temples, with some of the more specialized freespawn needing special sites and certain growth/death scales.
The same should apply with Higan which is only dependent on dominion strength
Makai's dominion would be dangerous since it creates a site that spreads disease, and it can spread to provinces that Makai doesn't directly own.
Gouyoku and Eientei's special sites would be limited to their own provinces.
I hope this will provide some valuable feedback once it's over.
Rather more egregious is 12 Damage Reversal on a 15 gold regular troop.
I don't think that I would have brought this up, but in one of my latest battles, this seems to have caused my province defense to suffer from morale break, causing me to lose a province with a defense level around thirty to forty and over a hundred units (96 units excluding free spawn), to an army of ten units.

As for the danmaku shot, this is intended. For the two kitsune troops, its supposed to simulate them as starting off on their shikigami roles and learning about the ability from their masters. The Kitsune mage commander has it just so its consistent. The other troops don't have it despite also being shikigami because the kitsune are favored more (or at least that's how I imagine it).
Question in regards to this mod though: Are the three kitsune units for Mayohiga supposed to only have one ammunition's worth of danmaku shot?
