A file probably has gotten corrupted when you restarted/shutdown your PC. Try the following for a clean install:
- Unsubscribe from the wallpaper.
- Close wallpaper engine and give steam 10-20 seconds or so to uninstall the wallpaper (it doesn't uninstall it if you don't close wallpaper engine)
- Try to subscribe to it again.

The framerate can be as much as you would like, you can adjust it from within W.E settings. @Cambillius Balls

4K doesn't matter when the framerate is less than 30
