Report a translation problem
The UA that gives you extra delegates is extremely strong. It allowed me to win one of my quickest games on emperor. So I don't mind all of the above not functioning, this is already a very strong (maybe OP) civ.
Although the UA is only supposed to apply to enemy religious units, your own inquisitors can be proselytized to military units. When you're trying to defend your cities from being converted or trying to convert a captured holy city, this can get very annoying.
Other than that, everything seems to be working okay. Hopefully these bugs can be fixed because it's a very interesting Civ to play as.
