My gaming computer is completely unrepairable, so for now i can only do maintenance updates. I'm going to be building a new one that hopefully can run vic3 better so modding/testing is faster for me in the future.

This bug is there since ever, I tried to mod it at some point and give up because no matter what I do, you can achieve anything with conscripts number. Basically if you half conscript number of csa it halve those of USA. Numbers are link somehow and the fact USA use national militia means most of US army is conscripts and csa too. Altough secession (and revolution in general) give a crazy conscript bonus so CSA is basically OP like you said, manpower and mobilization speed are buffed. Also even if you give an edge to USA, they won't push and just accept white peace as the game doesn't deal with "long war" and objective of CSA aren't considered as taking something from USA somehow, so they war balance is very favorable to CSA for white peace resolution.

I just tested it, and the way the kids immediately start a civil war, the US doesn't stand a chance. I just noticed that in my last game, only the CSA wins. I'm playing with Kuromi AI and Tech & Res, but those mods change the entire AI and not a specific country. I noticed this behavior in vanilla, too.

That is interesting because back when i made the USA civil war mod the north still wins every time, are you sure its not your mod list that causes this
No, this bug has existed forever. The bug is as follows: When the US and CSA are in a civil war, the CSA always wins because the CSA's volunteer battalions always have full manpower, while the US doesn't. (The US is like any other country; recruits have to be recruited first.) I hope it's written clearly. Sorry for my English.

If you haven't found it already, I think I found the exact culprit of the Embassy Issue.
The "53)1.8.0 Bug: Earning recognition via high sol is not properly localized" means you're replacing 00_victoria_progress_bars.
This mod's copy of 00_victoria_progress_bars lacks, from the Vanilla file:

again it looks like another JE is messed up, the risorgimento one. apparently while im having a revolution active it doesnt trigger the "pan-italians revolutionaries seize government" event

@Ferrous having the same problem with embassies. It just seems to do nothing and be greyed out when it is selected, and the text describes the embassy going the opposite way that it is supposed to. So if I'm japan it says "Japanese embassy established in Austria" instead of austrian embassy in japan in the text of the article once agreed to.

A necessary mod as always - any plan to hotfix the "-50 fairness" modifier not going away in treaty negotiations (confirmed as a bug by devs in the 1.9.4 patch thread on the forums)?

Do you have a fix for the bug where "Make Protectorate" being enforced as a wargoal causes other wargoals to be ignored, even during capitulation? I posted a save file on the bugfix forums if that helps:

This mod does not touch offer embassy!
What you have observed might be a bug introduced by 1.9.3 base game, tell me more about it and i might be able to fix it!

I think this might currently break the new Offer Embassy behavior, where it is meant to be a +1 to the recognition tick, rather than a one-time +20 to the JE. I seem to get neither in my current Japan game.

Regarding "known but unfixed basegame bugs" I know there is a problem with the tooltip for laws where they no longer show their "on enactment" effects

For instance, the effect that swaps 25% of pops to atheist after completing the State Atheism law is no longer listed in it's tooltip

The Better Politics Mod team documented it a while back

@Ferrous thanks for the hard work. There is a bug not listed/fixed I was wondering wether you can do something about it: Opposition IGs don't lose the negative approval modifier from low authority even if you no longer have low authority (government IGs do though).
