Nevermind, disregard everything I said about the mod conflict. It's been a while since I actually played the game, and it just took a while for the decision to show up.

I love your mod and think it's the best thing ever, however, I've discovered that it conflicts with, IE, completely disables the "Culture Conflation" mod, it entirely removes the option to "Promote Citizen Administrators" that Culture Conflation is supposed to have.

What if you triggered the startup event in the province of Rome instead?
Most historical mods would work then.

It's just a small nitpick, anyway. I like to run observers to check a mod's balance before trying full playthroughs :)

It is needed either Rome or a player. Because startup event work like that. I could say it is applying to all countries but it could make Multipler crash at the start of a game and slow PC too

It appears the modifiers do not show up if I run the game as an Observer

Ho well, i will check this one. i did take the Invictus terrain but i did forget TI have one or two special. i will update this thanks

Very nice. One suggestion: I think you may have missed the Taiga terrain modifier, it comes up as civilized for me, which is very inaccurate lol. Might be a TI only terrain type.
