Report a translation problem
The 'declare war gift' bug in this comment occurs when 'MAJOR_CIV_APPROACH_WAR' is 16 or higher. If it is 16, it may or may not be free depending on the relationship between countries.
Since this value has 2 for the original Gandhi and 8 for the Shaka (Random ± 2), it is not advisable to increase the value above 6 to avoid this bug. Or you can set the value to a specific number between 8 and 16.
In fact, if you want to see the bloody warmongers, the +16 is a good value, but I left an alternative here because I recently found AI Ethiopia attacking me using this bug.
My best guess is that it would work, but no guaranteeds.
But it seems the mod manager you sent me, requires the BNW expansion to work properly.
It says I do not detect BNW and thus can't find any mods even if they are in the right folder.
Sadly, when I scroll over this Mod, it says 'sql' files are not supported yet.

I always play as the ruthless nice guy. I never start wars, I respect your borders, (most of) your wishes and requests, but as soon as you declared war on me, it was to the death.
But now, there is no war in vanilla Civ 5, and it really makes my playstyle either impossible or a dull grind.
My only critique is that the AI, while aggressive like I wanted, aren't strategicly agressive, in fact, the AI is wrecklessly, foolishly aggressive, to the detriment of their own nation's well-being and growth.
Still, you brought the game closer to where I felt it was the most fun, Thanks again!
The Verdict:
1) The mod should be compatible with every version of the game.
2) The mod might not have downloaded right, I suggest you delete and try to redownload.
3) Try using the mod by itself to see if it still crashes.
-Even though the mod you listed should not affect this Mod, I would like a link to it just in case.
--Also, when exactly does your game crash? When you first load the mod.. when you declare war, when you meet a AI.. etc..
-Please tell me the DLC you use, as it might be a compatibility issue.
--If all else fails, I do have a newer version of this Mod that I have never bothered to upload or to Test.
-You are the first person to have reported getting a crash from this Mod so I really don't know a guaranteed solution.

If you go into diplomacy with another civ, and DEMAND that they declare war on another person, they will say "We dont have enough to offer a fair deal". But if you propose it, they will see it as a gift and declare war on that civ. You will also get + relations with them.
Just something you might wanna fix when you feel like it.
It's no fun with whiny, weakling leaders from base Civ5 who don't declare war unless they can shatter you and generally act like "peace" is such a big deal to them.
The real Genghis Khan would never have denounced anyone for being a warmonger, and neither would Nebuchadnezzar. They'd have raised an army and killed said warmonger.
Great mod for any difficulty lower than that!
(1) If you are a mac user, the steam subscribe button won't download it for you
(2) Sometimes steam workshop doesn't like downloading stuff, you can fix this by: Resubscribing or, if that doesn't work, deleting everything in your mods folder which can be found in C:\Users\username\Documents\My Games\Sid Meier's Civilization 5\MODS
The most guaranteed way for a mod to show up is to directly download.
To do this follow my direct download link, download the zip and unzip it, take the folder within it and move/copy it to C:\Users\username\Documents\My Games\Sid Meier's Civilization 5\MODS
I hope this helps and let me know if you still have problems.
All I would really have to do is change a few names in the code and it would probally work.
