Pretty sure updates have nothing to do with mods, it's probably Steam not downloading mods in the first place.
The default value for movement is 15, my mod has it set to 60, which to be fair is really fast.
However, the design philosophy of this mod is that you do everything faster because your body's adrenaline activates when you're in a near-death situation, hence why you reload, shoot, and crawl faster.
Unfortunately you can't have both that mod and this one without conflicts, you would have to choose one or the other.
And no, I'm not that good to have mods with configurable values yet.
if no config is available, would using Better Incaps in combination with Simple Crawling Enabler (but faster) actually increase speed while retaining all the other changes?

That would be way too complicated, they would have to be programmed to move and I'm not sure if it's possible to do so.

Well yeah, it's supposed to be faster than before, where you only shot 3.33 times per second.
Now you get to shoot almost 12 times per second with all pistols. Of course this has the unintended side effect of making the Magnum shoot WAY faster.

Yes i used it as you said, even the dedicated server still doesn't work. If I only consider "Faster pistol shooting", I have used it before and it works in all 3 server modes. :(

Nope, the intention of reviving survivors at 40 health instead of 50 is because you get a burst of energy when you get up, but it comes down quickly and before you know it you're limping again.
At least that's the "in-game explanation", the real explanation is that it's too broken to get back up at full speed again for several minutes.
Believe it or not I actually test these addons myself in local pubs, and that's the conclusion I came up with. Players just got down and got back up again like nothing actually happened to them, pretty much removing the danger of getting knocked down.
