I know how to fix it. I'm just letting you know what I found in the logs while working on my mod so you can fix it, generally.

I can look into it when did it come up? i have not played since before the new dlc.
I can also tell you how to fix it go to workshop.ini in the mod go through the list and delete building adds 10 24 26 27 66 67 that will fix everything. but removes those buildings. for the sound files take that out of the building text,

In the "workshopconfig.ini" file:
after the "$ADD_CUSTOM_SOUNDS2D" and "$ADD_CUSTOM_SOUNDS3D" parameters you specified directories (66 and 67), not the names of the sound configuration files;
after the "$OBJECT_BUILDING" parameters you provided non-existent directories (10, 24, 26 and 27).
Can you make another map, please?Mostly flat with river from East to West . Soviet border on South , North and East side. NATO border on West side. Move borders to the edge of the map, so we have more land. Give us only 1 big customs on East and 1 big custom on West border with some rock area for gravel production close to customs .
Resources as you wish ,but workable for realistic start.
Different trees from North to South. Like pine/ mix forest/poplar/ bushes.
With so many maps around here in workshop we don't have anything like this. Thank you.
I am really intimidated on changing rail wagon location
I will get too it soon but as you undersstand it is a ton of buildings.. (does not affect other players)
So I will see when I get to it this need s to be fixed first
I also am aware of the parking wagons...... very much there are 60 lines of file that need to be deleted and replaced ( just a couple numbers)

Unfortunately no, it now says that it takes 0 resources to build and no vehicles are sent to the construction site at all.
I think i fixed it have been too busy to test, but the h20 containment should be able to be built now, please tell me if it works right
since my game is not working at all and I need to revalidate it or go back a version, to test it.
Any luck with figuring it out?
Either way I will try to fix it.

or is it just the disassembled track builder on a huge truck
Try a smaller truck and tell me if that works.
I see you are using a early start truck I am familiar with, there should be other ones that can transport the Disassembled track builder
I feel bad if that does not work,
But if it is that problem. the only work around is smaller truck or I have to go into editor and change the building parking slot size.
and that will not effect existing buildings in anyones game only new buildings.

If the small truck does not work I will fix it in the next few days
Textures are good now .But RCO still has 1 problem. disasembled track buider can not unload there.I got couple screen shots.

You dont happen to have both versions of the rail construction from the other mod do you?
Can you check textures on rail construction office ? Those are blinking very bad when constructing bldg for resources . Thank you.
