Report a translation problem
I opened my Sid Meier's Alpha Centauri\voices folder and clicked through the sound files, man such good stuff is in there.
Albie_123 has a great idea about affinity levels, that and perhaps some other trigger locations where it will kick in some of other quotes - may help in getting more quotes into the game.
Another thought, as the expansions come out that will hopefully provide more hooks for the quotes to go into.

SMAC had some other cool stuff like weather patterns: moisture gathered on the west side of a mountain range, and the east side was a desert. You could use terraforming to put a couple of mountains to the west of your rival's base, turning their terrain into desert by blocking moisture.
Stuff like that was just so cool...
Of course I'm sure Firaxis is being cheap and producing Civ:BE then letting all the modders do their thing so they can make the next update cheaper for them while still stiffing us the $50 for the new update.
Replace the useless leaders and sponsors with SMAC factions, even if we give up the animated and voiced leaders in the process.
Replace the crappy BE wonders with SMAC secret projects
Make the aliens more of a strategic, escalating menace like in SMAC, not the random barbarian-like pests they are now.
Make the miasma more dynamic (it can spread, etc)
And of course, sea bases and resources. And a better selection of naval units.

While it was (surprisingly) easy to replace tech quotes, I think wonders quotes are a bit too specific. It would certainly result in repeating quotes that overlap with other techs.
I was also thinking about changing the music, but SMAC doesn't have much to offer in that regard - I guess I'll experiment a bit to reduce the number of vivid tracks to give the game a more eerie atmosphere.
And I agree that using some of the other sound files would be great. I really loved that heavy breath from SMAC scout units.The many beeps and boops of BE on the other hand seem to break immersion instead of creating it (at least for me). We'll see if I can do something about that.
