It's very very strange because for this mod i created a specific ideology for each IG named "Fiscal Reform".
Do you see it if you open any IG tab?
if not most probably you have some coonflict with other mods. In other case i wouldn't know why you have this issue.

It's the expected behavior, because the tax dep is only for the player. AI will continue to use the Vanilla taxation system.
Yes, rebuild the tax department was intended, but in future i could create an event to build automatically the tax dep when the capital change. thank for the suggest, good idea! :)
I may have noticed a bug. I started as Greece with Athena as my capital and switched to the law to use the tax department. My problem appeared after moving my capital from Athena to Constantinople. This move didn't automatically rebuild the tax department government building, which I then had to rebuild, thus loosing a year of construction progress and tax income.
When the player moves their capital, could you program the mod so that the tax department automatically gets built? Or was the need to rebuild intended?

Strange, unless you've made the changes in a recent release, in my last game using TGR, about 2 weeks ago, I could enact vanilla Per Capita but not the taxation department one.
Correct, the laws are almost the same apart support from Petite B. and Armed Forces (they support more the more modern taxation).
The reason why it's because following the feedback of community, i wanted make the gameplay of tax department more enjoyable.
So basically it's more easy to pass to more progressive taxation, but the rest is as per vanilla.
Are you experience some issue?
While using the main TGR in one of my playthroughs I was trying to move from the vanilla Land Taxes into the Tax Department Per Capita Taxes.
I had the IGs approval for the vanilla Per Capita Taxes but not the approval for the Tax Department Per Capita Taxes.
It seems that the IGs don't seem to have the same positioning for the vanilla taxation laws as for the Tax Department laws.
Is this the expected behaviour?
