I don't think the national site by default should have +2 to magic. Seems a bit overkill with the preference for magical scales.

Updating a workshop mod will remove the description you gave it, you need to add that again each time.

Hot tip: It's generally considered good practice to provide a screenshot of the nation overview screen, to give some sense of the roster and magic pathing.
