No, I also use Bear's Governors, w/o issue. This shouldn't touch them at all.
I'm NOT using Suk's UI adjustment, though - will test

Can't open "Toggle City Details" :( ... I am using Suk's Simple UI Adjustments as UI Mod.

Did u change anything relating to Governors? It's important bc I use "Bear's Governors". In ur changelog I couldn't find these changes ... (--> Tory's MorePromotions)

Doc: Capitals have been updated to always loyal, though this doesn't reflect in UI the first turn. This avoids that early game drag

The problem i found in this mod, the production cost increase enough to make game very hard to play, at least in beginning
