I could implement a quick fix requiring factions to be Rank 1 to qualify as pretenders. However, this would prevent higher-ranked factions from taking over the HRE from the outside, potentially excluding the player faction as well. I’m not sure if adding that restriction would be worth it for this submod. What do you think?
The update should automatically download the next time you play and resolves the issue for campaigns stuck at 120 authority, allowing them to continue seamlessly.
The starting faction was HRE, and I was still the Holy Roman Emperor. And the supporters demanding reform demanded seven people by the destruction of some countries, so I succeeded in making them vassals and collecting seven supporters, and the power figure was over 100, but the button for reforming is disabled.
However, make sure not to place any other submods by different authors above mine, as that could cause compatibility issues and prevent it from working fully.

To clarify, the voting system for reforms is not limited to the 7 elector states, unlike election voting, which becomes restricted after Reform #2.
When you say 'he' cannot make the reform, are you sure you're playing as the emperor? This is crucial since only the emperor can initiate reforms.

I had to make the update in order to get the new Imperial Authority Overhaul working with the HRE fix.
However, I should note that I personally stick to the 2-turns-per-year setup, as it aligns better with the historical timeline of technological advancements and campaign events.
