Re: no effect / conflict - this will happen if the other mod overrides the same file. You can try adjusting the mod load order in Steam.
Re: time cost of tech - I have another mod called GDP++ that looks to fix this issue by increasing research and production speeds using buildings (factories). Imo, its unreasonable for one match to take 48 hours.
Regardless, I will probably increase it from 4 hours to 24 hours if possible.

So it needs to be a much more Extreme stretch out PLEASE
So that one can have ALL the tech sorted out before the Alarms go off and the nukes fly !
FYI There was a no-show of your mods effect I was trying it in the conquest mode
ie no sign of 4 hours there was just the normal max stretching of 40M peace and 60M no nukes This I believe because of a conflict with another mod
