I believe you should lower the cap for every level by 28 and add a modifier that lowers the damage of the player's MMA but increases their defending ability. You could draw inspiration by Glubb's article on the fates of the empires.

I would rather have claim throne faction risk higher as your vassals increasingly wants the more and more prestigious throne. The larger and richer the less secure you might get at the top, from within.

It's supposed to simulate how running a large empire makes the ruler stressed out and prone to mistakes. And you get so many buffs from artifacts, legacies and traits by the mid and late game the -5 stewardship debuff does nothing. And the final debuff is meant to make your empire collapse because of its vastness.
