Terrorism and hostages are not violent crime, as well as protests itself?
Btw, paramedics and floods\earthquakes are under different branch. For example, Ministry of Emergency Situations of Russia deals only with that, and not do police or army work.

These are elite forces, different from Police force / Anti-Corruption/ Cyber units … but I’ll double check to see if this has been amended by the game makers/ moderators

For description match it should be decreasing violent crime at least.

With Democracy 4, as I understand it, functionality will show once a problem appears.
