However, as other commentators said, it is in my opinion too easy to obtain the conditions to do it :
It would require much higher costs in money, prestige and faith points to do it (1000 for duchies, 2500 for kingdoms and 5000 for empire), be independent, have good relations with our head of faith (if exists) and with the emperor (Kaiser if Catholic [look like poland] or Basileus if Orthodox) for duchies and kingdoms.
Oh and an option to disable in the game rules the possibility of unifying empires (it's ahistorical) would be cool :D

Part of why I'm asking is as it relates to playing as duke title when you're stuck for a time with the partition system.
