Have you considered making the jumpsuits quality-less? The important stats like suppression and work speed don't change with quality and it would ensure an over enthusiastic crafter doesn't give a max sec pawn more armor then they deserve.

Related to the mod itself, if the jumpsuits are three different tiers of suits, I think that lower tiers should be more geared to providing a better work bonus with less suppression, while higher ones provide less of a work bonus but more suppression

@SilverWolf347 - Not inherently, no. I don't use CE and I don't know anything about making a patch for it, so if someone else wants to make one I'd be fine with adding it directly into my mod and then crediting the patcher in the description.
