Understandable! You need to change it in the last mod loaded, that has the GV_Sandbox file in it. That's all a load order does, either adds onto preceding data or overwrites it.

If changing those gold values in the GV_Sandbox.json file in the: \Steam\steamapps\common\Age of History 3\mods\Pops Aggressive AI Mod\game\gameValues folder isn't working, you'd have to check it in any other mods that are overwriting the same file.

It isn't compatible with other mods, changes a lot of the base game including what you mentioned. I'll make sure to add that to the description. For the other question, you would have to modify those lines in GV_Sandbox after installing the mod:

GOLD_1: 300
GOLD_2: 100

As stated in the description, the end goal is to make the AI play like an aggressive player going for a WC, the AI plays more wide than tall. The path to forming an empire would be a lot of fun, but if you do decide to plateau afterwards it will eventually get extra difficult.

-The AI will conquer entire continents
-The AI will seek you out as a war target, the base game is already coded to prioritize weaker or smaller neighbors. This happens more frequently, and opportunistically
-The AI will be stronger, usually maintains max size armies. In the base game it builds libraries 93% of the time, a huge money sink

I haven't tried it, but this might be up your alley: Esther's Adjustments . It looks like a more tall style of play

I'm currently waiting on the next base game release, as the AI will change with the selling of provinces being introduced.

Just want to say I don't usually go for world conquest when I play AoH3. Will this mod have adjustments for players who prefer to only have local territorial interests, or who simply just want to form other empires? (Roman empire. European union etc). Mod sounds interesting though.

Yes! The mod uploading can be a bit temperamental, but it only includes files with differences from the base game.
