I've already posted an update of this mod. Try reinstalling it.
There might be other mods that conflict with it, and you may need to do some cleaning of your universe folder. I'd start with deleting universe.dat (which I believe holds data on which universe flags have been set), then check again. If that doesn't work, then maybe universe.chunks may also need to be deleted.
Granted, I've purged the files within my universe folder (though not before backing them up), and have also rolled back to an earlier character that I had backed up for testing purposes like this.
I'll update as I continue playtesting.

Removing the mod seemed to have fixed the problem.
I might have to roll it back to the previous version, which means no support for Anom's Outpost Overhaul for now.
2. Create a file called "universeflags.config.patch". (Make a text file, and rename it from a .txt file into a .patch file. Don't worry. You can set up your PC to try to open these .patch files, plus other files, as if they were .txt files.) Inside, copy and paste over the updated information from the outpost-changing mod's own "universeflags.config" or "universeflags.config.patch" file to this file.
If everything's done correctly, then the conflicts between this mod and whatever other outpost-changing mods it conflicts with should theoretically be resolved.
1. In its _metadata setting, add a "priority" setting of at least 100 (which is this mod's priority setting), and possibly higher than whatever "priority" setting (if any) that the outpost-changing mod has, so that the patching mod would load after both mods had been loaded. (1000 should be a nice priority number to try for a simple patch mod.) Alternatively, add a "requires" or "includes" setting, and add "Non-Linear Artifact Quests" in-between the brackets [], along with the name of the outpost-changing mod that it conflicts with, so that it'll force both of those mods to load before the patching mod. (Both measures can also be implemented without issue.)

Alas, I don't see any other way to fix this in a more elegant way than merely requesting a patch to this mod to make it play more nicely with other outpost-changing mods.
