Smoke grenades are purposefully limited because IMO they're *really* strong in DK2. It's a personal balance decision though - but if you want to, feel free to make a submod giving agents/breacher the 2x smokes!
So I made a bug report topic and did a quick test: it seems OK for me.

Great to hear that you're having lots of fun with the mod! Regarding the AR38, it's the internal name for the HMG-38 Monitor, a Battle-Honors unlock that's just a usable version of what the enemy Insurgents use.
(As to why I'm making a BH unlock available across multiple squads, as opposed to vanilla where BH gear should be per-squad, I'm just following the Helljumpers mod's conventions where "unlocking BH gear across multiple squads" is enabled for all BH-related equipment.)
I did have a question though, what is the AR38 mentioned in the change log? I've recently reset my progress (aiming for an all Halo run through of the game) and I didn't see it during an idle look through of the equipment.
