Oh, maybe Liquid Fuel Rocket requires Space DLC to function?

It seems that the Liquid rocket motor isn't firing for whatever reason, just the solid motor. Manipulating the throttle does nothing.

For some reason i am unable to get the thing to move any faster than 0.6 km/h. I've followed the startup procedures, tried with/without infinite fuel, infinite electric, but the thing just hardly moves.
