I, too, hate that Steam fully deletes hidden workshop content from your PC with no ability to save it, bricking saves no matter how many hundreds of hours were in them. Wild.
also does it affect perfomance negatively in any way?

But yes, it's just bad. Let one mod author delete a crucial mod for reasons and that was it for your campaign unless you made a backup first.
