Sorry, deleted my post, was missinformation. It showed up after i activated invaders quest.

@Mal The mod dosen't change where the bow is found so it should be where it is normally

Do you have any other mods that change the Cuman Chief's Bow? It's saying 400 for me, note that the power and piercing damage are separate values. If you hover over the bow in your inventory and press "a" it'll show you a side tab on the left where it says the power.

power comes out as 180
