Do you have Portal 2 mounted? Right now this addon doesn't come with the Portal 2 textures included (to avoid conflicting with other Portal 2 addons that might contain said textures) so you either...
A. need to own Portal 2 and mount it to Garry's Mod
or
B. download a GMod addon that ports Portal 2 content
It's honestly becoming such an issue I might just say "screw it" and add the textures in a future update anyway

You need to use another tool to open the eyelids (e.g. the "Advanced Bone Tool" by Thirteen/Fug/D182 or the "Easy Animation Tool" by Rubat).
Honestly the only reason the eyelids are closed by default is to make the model compatible with Portal 2's core animations... I might add a second prop with the animations stripped out so the eyelids can be open by default (would also be a good opportunity to tidy up the bones)
