Irony mod manager can help in these situations further, since it actually creates mod packages contained in a single folder.
You could share it and. as long as there are no strange Vic 3 bugs, the checksum for playing multiplayer should match.
Sorry for what hapopened. Normally it has to do with steam workshop. Probably one of you have a slightly not updated version of the mod.
Sometimes Steam doesn't update steam mods.
