Not sure what you mean, but the answer's probably no. What you're asking sounds like it would require changing the game engine, not just modding via the Creation Kit.
It doesn't work for followers who are not currently following you. This mod doesn't change NPC behaviour at all, and the default NPC behaviour is followers will not wear anything besides their starting outfit when they're actively following you. Modifying their "starting" outfits in-game requires scripting in functionality that was never intended in the game engine, and while it's possible, it also has greater potential for bugs and conflicts with other mods.
Belrand works as intended for me. I hired him and he had this iron armor, hide bracesrs, and hide boots. The way to check if the mod is working is to give him some cheap clothes, take away all his other apperal, and see if he puts on the cheap clothes you gave him. Do you have any other mods running that might conflict with mine?
Not with my mod. This is the behaviour that's built into the game, and trying to mod around it is surprisingly complicated and prone to bugginess. You'll have to find a more complex, script-based companion inventory mod if you want their clothes to stick after you dismiss them.

I can force her (Uthgerd) to wear the piece with console commands (Equipitem), but as soon as there is a load screen or if I give or remove anything from her inv she puts her Plate stuff back on.
I'll try a non modded follower with a basic armor. Vilkas for example. I'll see if he'll wear some Fur Armor.
Is this Tribal Plate Armor a custom mod item? If so, what is the weight and value of the item? My mod really depends on the game's built-in evaluation of armor priority, and so might not work with custom armor.
This technically hasn't worked for me yet. Checked Uthgerd's inventory and she doesn't show any armor at all. Just wearing her regular Plate stuff & refuses to change when I give her the Tribal Plate Armor. I've read through the comments though and it seems that someone had an issue with getting this to work with a modded follower. I indeed have her looks modded a bit due to her ridiculously ugly face. Haha. I'll find another follower and try it out. Hopefully it works.

I don't use SKSE but from what I understand you can launch the game from Steam once to get Steam Workshop mods downloaded and updated, then launch the game from SKSE thereafter.

That's correct. This mod changes the specific items in the outfits of the followers that come with the game and the official DLCs only.
If it's crashing for you, it's usually either a conflict with other mods (which I can't do much about), or you're not running Hearthfire, Dawnguard and Dragonborn DLCs. You're not doing anything wrong. It only works when a follower is following you, not after you dismiss them. So, as you said, she'll wear the robe when you give it to her, but when you dismiss her she'll go back to her steel armor. This behavior (NPCs reverting to their default outfits) is unchanged from the original game, and nothing can be done about it without using custom scripts. If you really want her to wear the robe after you dismiss her, you might consider trying PrinceShroob's Change Follower Outfits mod (http://www.nexusmods.com/skyrim/mods/23798/? ).

I'm not going to mod other people's mods. But you might consider suggesting to whoever's custom follower mod you're using to give their characters zero value, zero armor rating outfits, so that they would function like what I have done here.

The ragged trousers work for me. Is this the Armor 0, Weight 1, Value 1 item you're talking about? And are you sure the mod is activated (follower will wear other low value things)? And are you using a follower that comes with the game (not a mod)?

To answer your questions, I'm not using any follower-outfit specific mods, but I am using two immersive armor mods that I'm not sure would have anything to do with it, as I haven't tried to put any of the immersive armors onto a follower yet. I'm still pretty new to modding/PC Skyrim to be honest! Other than this little issue, your mod works great.
I can't reproduce your issue with her hood. In my game, she puts on whatever hat I give her. Which hood specifically are you trying? Also, are you using any other mods that might adjust follower outfits in any way? And is my mod working at all, for example can you get a housecarl to wear clothes instead of armor?
As for the Archmage's Robes, as far as I can tell that's a bug that's in the original game, because the same thing happens if you try it without my mod (if this is not true for you, tell me). It might have something to do with the fact that the Archmage's Robes doesn't occupy the circlet slot, unlike other hats and hooded robes. One workaround is to give Brelyna a circlet, which will displace her hood, which will make her equip Archmage's Robes, but you'll see the circlet.
If you subscribed, it should be active automatically. To check, in your Skyrim launcher click on "Data Files" and see if there's a tick next to the "Followers Wear Any Apparel" plugin. If there is, it should be in your game and working. To test in your game, empty the inventory of an armour-wearing follower like a housecarl and give them some clothing and see if they put it on.
No, I haven't put this on Nexus. Do you really really want it on Nexus?
This mod requires all three official DLC, Hearthfires, Dawnguard, and Dragonborn. If you don't have these, it will indeed crash your game. I'm considering making a version for vanilla Skyrim only. If you do have all the DLC and it still crashes your game, then please tell me because I'd like to investigate it further.

This mod doesn't change the NPC's AI, so they will behave as they did in the original game. Which is to say, Lydia will revert to her default armor when dismissed.
