1 solution I see to this is letting AI have its own AI-only tech-up which is very cheap or even free, but takes long, while for players could work as suggested: More expensive but shorter time
An update will arrive between today or tomorrow, which adresses some issues and balancing. It also will add at least 1 new unit to the Empire, +2 Empire units being replaced for them for another. The replaced units will appear later again on the next faction to come: The Imperial Remnant (Eventually)
Our largest inspiration was Galactic Battlegrounds, but also getting inspiration from other games like Empire At War, and several other. Hell, even some units like the Trade Federation's AST came out from a toyline and decided to make it a unit

Yeah, the AI can be both unforgiving, or dumb, it sorta depends on how many command posts they get. So I can give you important things to consider upon game start:
1.- Upon game start, first thing you gotta do is use your initial troops to garrison as many turrets and bunkers in the direction of your enemy, they will provide a defined front on the early stages and will help to held the enemy off.
2.-Your first Command post must always be the economy boost, hopefully at least the ones afar from the frontline should be.
3.- Building a Military Academy/Tech Lab should be the most important thing to do, teching up is key to victory.
4.- Be quick on doing the mentioned points, or else your enemy will do it before you
