Why is the Arc Wrench unlocked with Machining but only buildable once you get the Fabrication Bench?

how many manlets does it take to surpass a Panzerkampfwagen IV Ausfuhrung J, Sonderkraftfahrzeug Sd.Kfz. 161/2 w. Shützen.

Answer is 1 Manlet with a T-34/40 and a bunch of tankies at their disposal.

I love how the first FAQ for any mod is whether or not it works with CE, which is a mod that I've thankfully never found interest in because my list is usually 100-300 mods long.
