I think you still get the spies at the beginning of the campaign but ai spawns no more after that.

It still works no agent actions since install part way through a campaign.

I use a mod called STOP WITH THE AGENTS, and it works just fine.

Might seem like a weird question to most of you here but, how would I go about increasing the agent cap?

Patch 19 has removed the ability to make enemy agents defect when you've reached your agent cap. Personally I've always loved the agent aspect of the game and was heart-broken to see the manipulate feature "disappear".

Okay. checked for conflicts with a mod manager removed the problem ines..think they may have updated it to the point where your mod aint working tried it even in vanila with nothing altered

Mods that change cai_personalities_budget_allocations. Most mods that alter the AI use it.
