could just add desalination plants instead. the lower water problem but increase energy usage.
then add a renewable energy policy which is more effective with higher education and tech.

Thanks, now I don't have to blame China for my water shortages...in the UK...Where complaining about the damp is a cherished national pastime.

Thanks, I should probably make one for the Rare Earth crisis too. Are there any more situations that become inevitable over time? Those are the only two I can think of.
