I don't think it would be because of the STARTPOS.esf in the mod .pack?
Research side:
1) in civil research I recommend to decrease to step 2 economy and philosophy, for quato riguerda the buildings I would stop at the first step of technology
2) in military research, the tactics would complete only up to the first step, the management even up to the first, the siege up to the second
Finally, I would reduce the initial funds to about 20000 deniers or even 30,000 so the campaign should be more balanced, also because seeing the legionaries in 255 a.c. about is not really pleasant!
