Should work just fine with everything in El Dorado, I didn't actually change anything other than the Tech Groups, so religions should be unaffected, if that's what you mean.

I'm aware that Europe had a scientific revolution, but what's to say would've happened when that revolution happened elsewhere? All nations had the same chance of evolution, we all started out as tribal people at one point. If history would've gone different, the East would've colonized the West. Suffice to say, there's not much you can do about that since EU4 starts in 1440 and rebalancing it back to such a point would require too much effort.
I was not aware they get OP, care to explain that a little? Are their militaries too big? I haven't actually played a Horde, so I wouldn't know, and I didn't really get around to play much EU4 with this mod as of late because of a lot of cool games coming out recently, but I haven't really noticed anything game-breaking in my games so far.
One thing, if you do go with this, you should still give hoards a worse tech group, they get really OP if they stay on equal tech with everyone
It's not guaranteed that other countries behave differently. It just guarantees they don't fall behind in technologies. I actually highly recommend playing this with "Equal Opportunity Colonialism", as it extends colonization range for nations taking Exploration ideas. It's perfectly compatible with this mod, and you know what, I'll link it in the description now.
