That is because the harbour was built on sand banks that constantly submerged during high tides so they reclaimed the land. one island still remains and constantly needs dredging.

The really square looking water bay is a little odd (The one that shows in the second to last screenshot), but otherwise looks like a good map, going to try out.

It should also be noted that as a temporary fix I can bulldoze the building that's flooded and a different one will pop up that doesn't have the problem, so I wonder if different buildings have different levels to them?

Also @Olsvik, that's a great idea running the freeway across the bay like that. I may steal that idea as my city expands!

Yeah I tested it out a bit and I got it aswell in the same spot but I cant really tell why it's happening. The waters seems calm enough in the harbour and I can't detect any flooding taking place around it and there's no watersources nearby. I'll look into it and see what I can do.

I am having the same flooding problem, looks like in the same area as shaunathan.
It seems to be a very small area that is affected because as in my screenshots, when I move the firestation to the other side of the road there is no flooding/

@1Runar - Here's a screenshot of what I'm talking about. I'm using no mods to edit terrain so these are your default levels. I'm just building a city and suddenly there's a flooding problem right in the middle far away from water.
