To give the player PotatOS as part of a map, have an object of any kind fire a Command output to either a point_servercommand or point_clientcommand. Doesn't really matter which.

And, if you get a fool dissing you for dumb reasons, don't let 'im get to you. You're actually trying to make something of yourself while he's just giving out lightweight disses on the internet. Clearly you're in the right, there. There's legit response and then there's just stupidity. If he continues harassing you for nonsensical reasons, nobody's stopping you from blocking him. I know of a person who ragequit a map by a friend of mine and called it flawed just because they were too dumb to see a portal surface across a small gap.
Hey, by the way, a guy named AdamPlays dissed all of my Test Chambers for really stupid reasons, like not having a Companion Cube in any of my maps (I never felt the need for one.) and my turret "surprise" in Takes Your Mind, then sent me a friend request. You seem nice, so could you please talk to him? You don't have to, I just thought I would ask, since he hates my guts.

And don't advertise your maps in other peoples' comment sections. It's better to let the maps speak for themselves.
I also like the word, "insincerest", which is kind of ironically fitting, as the enemies are mannequins, but they are not mannequins.

Also, "insincerest mannequins?" Now you're the one saying something I don't understand.
Case-sensitive refers to the capitalization of letters mattering. So if you capitalized any part of the command that was not capitalized, or vice-versa, the console would not take it. This is also usually a thing of importance when entering passwords for websites, as usually the capitalization you used when creating said password must be consistent on any further logins.
And second, noclip is a cheat command, so to use it you must type in the console command "sv_cheats 1", again without the quotation marks, to enable cheats, to allow you to use the command. Keep in mind that activating sv_cheats in a play session will disable you from being able to get achievements within that session.

Keep in mind that it's also case-sensitive. And if manual console commands don't work, remember that you can still noclip up too. If you're not typing it wrong, then I have no idea how it's not working for you.

Which you probably should have read, because that's my one unanimous answer to that.
And it's part of the 'Override Gamma' piece of the story; if you remember reading, it was a self-destruction protocol, where you could just 'pack up everything and run.' It was set that part of that procedure was allocating GLaDOS' data into something that could be easily carted out of the facility, to preserve at least some of that work. So, while you're derping around in that end control room from the last part, that part of the procedure occurs. In the original map for Part 2, which was vastly different, it just happened on the spot and GLaDOS just awkwardly vanishes, body and all.
Though that central area with the red lights is cool looking, the large screen has some misaligned textures and the video input is stretched badly :(
But how did GLaDOS turn into a potato? Was it the button I pressed in the previous part? I gotta say, I liked that little reference to the The Stanley Parable at the end.

The choice of that track was meant to create the feeling of danger beginning to loom over the facility, but not quite dire at the most immediate moment. I do understand it wasn't the best choice, but 'tis the actions of a fool who hangs around in the past too much...
It can also make an ending awkward, because that very thing happened to a guy who recorded his playthrough, when loading Part 4 the map loaded incorrectly and when the map was supposed to end and show the workshop rating buttons, it didn't.
