Report a translation problem
As mentioned in the first two paragraphs of the submission, the base map file is unlit and with no props so that you can create your own scenes.
You have to install the beta content and use the preset project to load the map as seen in the screenshots.

I'm not paid for this... I put time into making free content for people then use some of my free time to update links and reply to comments when I can.

Sorry to bother, I'm sure you get questions regarding the props a lot. I can't seem to find the prop pack anywhere- the link is dead, and the version I ripped off of a TF2 remaster doesn't work for SFM. Is there anywhere else I can get the props?

Most SFM maps have no lighting/props, to allow you to stage your own lighting and create your own scenes, since it's primarily for making your own movies and shorts.
Doing it this way allows you the most flexibility.
However, I created a project file preset that has all the actual lighting recreated, and all of the props placed. The download for it is in the description.
Can I find anywhere the voice line without the music?

Sorry to disappoint, but maps compiled for Source Filmmaker will not work in Garry's Mod.
Starting from the Intel room, there are two staircases out in the hallway. One is a winding stairway that leads to the "Intruder Alert" room and the room where Engineer dies.
The other "straight" staircase, leads to the Sniper's nest.
