yeah apparently from what i remember (even though a bit foggy on the memory i blame my brain fucking damage that i do not know how bad it is) from the person that told me on the game's forums from 3 years ago (due to it being past march 26 this year from mathematical stand point)

that i had to use excel to mod the buildings.xml and a few other files as will

This is like actually fixing the classic hotdog problem. Hotdogs come in packages of 10 and buns come in packages of 8. How finally I can play xenonauts and go groceryshopping at the same time! Wait... wrong problem... damn, now I'm hungry.

Well, I don't think it's a challenge having to build another living quarters for only 5 people, also considering the low construction/maintenance cost. I find it merely illogical.
