I remember there was some dummy technology to make the trait work without community patch so maybe look into how that's being added in
Using no other mod then the core files and all 4 CPUs.
I only open neptune mod,ige and really advanced setup, it crash whenever i try to play earth map with neptune civ on.
It should play on any map.

The reason OnCitySoldBuilding is used is multiplayer compatibility. Most mods which use User Interface elements (like Events & Decisions) cause desync issues in multiplayer, since Lua API elements other than Game and Network only work on the local machine. I figured out a way to abuse the Network.SendSellBuilding() option to make new User Interface elements send data over the network, but it looks like it's causing some issues now that I didn't see for some time.
Since then, a much cleaner method was discovered that involved sending a multiplayer chat message to the Barbarians and having a function parse it.
Much as I hate to come back to V modding, the number of complaints about this civ not working anymore means I should probably try to make sense of that half-finished Neptunia civpack update I was in the midst of doing a while back and finish it up.
What is clear to me is that DepartHisty is called more often than it should, and this call originates from OnCitySoldBuilding. It seems like that the unassignment bug is caused by having an arrival turn defined without having a destination city defined. Going HDD also causes a DepartHisty, but don't ask me why. If this behavior is intentional and it should be cleaned up by the RemoveHistyFromCity afterwards, then the problem probably lies in that not happening properly.
I really liked how Neptune played, but it's always a shame that modded Civ V games always end at relatively early stages due to gamebreaking bugs.
Based on the Lua log there are no actual errors, so the issue must be in somewhere in the logic. I will test it soon.

when i click on her 'assign' a menu appears saying Unassign and Planeptune, clicking planeptune doesn't seem to give any indication that she was assigned
or does she need time to travel to the city, because i only waited 2 turns
She's certainly powerful, though. I was doubting my ability to win early-game, but by around turn 300 (Epic) I'm already steamrolling virtually every Civ nearby with soldiers. I might have to turn up the difficulty when I play as her.
While the description says the mod is CBP compatible, I haven't updated that description in some time, and meanwhile, the CBP continues updating at an astounding pace. It's more than likely that it's not compatible with the current version, though I'd have to check to be sure. (Doesn't help I don't enjoy playing with the CBP very much.)
BTW in XML Neptune has some Noire's lines.
