@alott not quite sure what you mean by that. I make mods in the Skyrim Creation kit (which can be found in Library -> Tools on Steam)

thanks i founded him and got the armour but jeez its hard fighting him he one hit kills me but when i got the armour i have infinite magic

Shadow Master is at Reachwind Eyrie, it should have a marker on your map if you select the quest from your log.

He likes to wander lol. I've never seen him spawn anywhere but upstairs personally.

The quest giver is upstairs at the bee and barb. He's a dark elf.

The armour is found on the enemy that has Twilight.

The quest giver tends to spawn upstairs in the bee and barb. He's a dark elf named Erenath Endbringer.
