Sorry I'm new to modding so hopefully someone with knowledge can help with this.
EDIT: IT DOES WORK! I see now that changing language to Russian 1 for example, closing customization tab and open again WILL play the sound! Maybe there is a problem with voices not preloading.

DefaultModOptions.ini should have
ActiveMods="MissVoicerussian"
while XComModOptions.ini should have
ActiveMods=MissVoicerussian
without " in it. It is working now.

I think all that happens is the
' Language=english" '
line isn't found and therefore the
' -Language=english" ;No RP voices this time around :( '
line just gets ignored. So the language property under [Country_Russia X2CountryTemplate] gets assigned a value of "english" and immediately after that gets assigned a value of "russian". So in the end it might work as intended.

english has double quotes on both sides where in @Kowat 's comment below there are double quotes only on the right (i.e. the string value isn't enclosed properly). I don't know how the game handles the ini, but anyone who copies those lines over might get an error (and I don't know how the game handles that error).
The line with a minus sign removes the existing line from DefaultGameBoard.ini, so it's a direct quote.
In here:

Create a new text file called "XComGameBoard.ini"
Add this text to it, Ukrainian is optional but matches EU/EW:

It works like any other voice mod. If you're having problems then have a read of these:
