I don't have any models of Russian cars, however, you can find plenty in this pack by Sedan Mafia 174RuS.
ACF was apparently conflicting with SCars the most, but because that it was installed through SVN, not Workshop, I can't uninstall it.
Sorry for the late reply. I don't think that is necessary. Like I said before, try disabling your SCar addons one by one. Also refer to this guide to see what other addons are known to conflict with the SCars script.
I just recorded a demo of what was happening. What should I do with it? Upload it to the Workshop or to you personally?
I guess then there should be three variants: normal, police, and undercover police.
If you want, i can make some engine sound sets for your cars.
The addon is going to contain two variants (stock and police) as separate entities using one model and different sets of body groups (assigned through lua). The police variant will also be using a special skin and scripting for the lights and sirens.
The scenarios you mentioned will be possible, however, only after manually changing the skins/body groups, so it's all at users' discretion. Working on just one model is much easier and it reduces the size of the addon.
It seems that one of the addons you've installed is overwriting some parts of the SCars Slim script. I'd recommend disabling them one by one and checking if the problem persists.
I'll be releasing them as part of their stock variants (GTO and Corvette). The police parts will be selectable as body groups.
