Since this is about having "Less Anarchy content" via config options... i wonder if you could also fix the newest Torso switch "flaw" that also binds their corresponding arms & legs to any accidental-clicks directed at the bottom AC slots.
True anarchy default processing if there's ever one!
So if i decide to return to the real Torso-0... i then **must** return to the arms & legs options to repair the wrongfully triggered AC bare-arms and their various secondary "parts" back to the combined regular system(s) of the vanilla tiers.
It's annoying.. but that's how Firaxis coded that stuff.

So to keep the kevlar options for kevlar armor in game do I just change the ;-, or - into a + to keep them in game? This i'm unsure of but i think I figured out how to customise the progressive options finally. Can someone clear up my confusion?
The biggest things you have to change is make sure it is a + instead of -, that the template name is unique (I add things like _PLT_ for plated in there) and that the ArmorTemplate matches the armor type. I would remove the SetName stuff if you plan to be able to mix and match.
You can edit that ini directly, but I would save a copy of it so that it doesn't get overwritten if I update. Alternatively, you could edit the original DLCs or games content.ini.
Sorry, I have to priotitze, and I focus on the edits that I am going to enjoy in game. But, there, I just taught you how to fish ;)

Could you also put the text for all the DLC parts in your .ini ( as comment ) so the user can choose to remove even more armor parts from the DLC?
There are still several helmets that I don't like that made it through your filter. I would love to be able to expand the list of "items to be removed" .
