Pls leave Feedback there, the Game now uses more Values and Modifiers, which makes it much more difficult.
Raised the Values now from 30 % to 100 % depending on near Region or Province.
it still could use some tweaks, empire and most men / orc factions are working good but the different dwarf factions seem to be weird, the factions on the left of the map near bretonia and southern empires, they barely take a colony, i have been doing a near 200 turn game and karak ziflin still hassent taken the major settlement previously held by orc's to make a full province .... , same with Clan agrund from the king and warlord DLC , i cleared the whole goblin province and it wont capture it :( , Estelia will never capture Tilea provinces if they have been wiped out .... and so on
This Mod here cant do that, it only edits 3 Campaign AI Tables - Priorities and Task Management.
The Conquer Anywhere probably changes those Things)
This Mod here doesnt alter such Things - it changes only AI Priorities and doesnt touch Core-Gameplay.
Do you use Overhaul Mods like Radious or Lorehammer?
The Dwarfs will also more often colonise.
Shoudl be, if loaded before Radious in the Mod Load Order.

AI in this Game cheats so much on Very Hard, and ganking only the Player, ignoring other Factions.
Its really sad how much they ignore this...
I have reduced it yesterday, more is not possible, then its Vanilla.
But even in Vanilla the AI colonises sometimes very often.
Played as the Beastmen Vanilla against the Orc and they resettled every City nearly immediately.
It really depends on the Rest of their Tasks and what Personality they are...
Some Factions just simply dont colonise, like specific Dwarf Factions.
Reduced it even more now.
But this is mod is nessesary since the AI never colonises without it
