Ye, as far as the first generation of Phalanx is concerned, there's a citizen veteran unit in game, that is Picked Hoplites, but is not available to factions different than Athens and Syracuse where as Hoplites are made widely available. Talking about the evolved Macedonian Phalanxes, with the exception of Seleucid Siver Shields that retained the original name given by Alexander to his 60+ years old veterans, there are no veterans at all. I'm unsure anyway that, from an historical perspective, veterans should "live" in a separate unit, because in all known Phalanxes, they were usually put in key positions in the main unit itself (front line and Othismos flank basically).
