He also could have done nothing to end the Great War any sooner than it did, certainly not 1915, considering we didn't even enter the war until 1917. He was, as you said, extremely racist, and he was a big warmongerer, especially considering his activity in South and Central America.

1) Go to: C:\Users\{User Name}\Documents\my games\Sid Meier's Civilization 5\MODS (or wherever your mods are saved)
2) See if a file called "MayorS' United States of America Woodrow Wilson (v 1).civ5mod" exists in that folder.
3) Open it with whatever you open Zip files with. (I can open .civ5mod files with winRAR)
4) Make a new folder with the name "MayorS' United States of America Woodrow Wilson (v 1)" in the MODS folder.
5) Put the contents of the .civ5mod file into the newly created folder.
6) Should now appear in your mods list.
