Expand Doctor priority and at the end there's training.

Generally, when the Work tab shows only one colonist, it's because you've added or removed a Job from an existing save, causing it to break. This could be done by adding or removing mods, but it could also be done by simply updating a mod that has changed its Jobs. This can easily be confirmed by starting a new game and, if that works just fine, this is what has happened to your old save.
If you want to salvage your save, you'll have to remove any added mods, add any removed mods, and downgrade any updated mods. If your version of Rimworld has changed, you'd need to downgrade that too. Past that, if you don't want the hassle, the only other solution is unfortunately starting a new game.
